A

Aboriginal and Island Councils

The Department of Local Government is committed to supporting Queensland's Aboriginal and Island Councils in their transition to new and improved governance models. This financial year (2007-08) up to $60 million will be provided to Aboriginal Shire and Island Councils to build, operate and maintain a range of infrastructure, with goals of improved community health and improved local government services for the community. This includes $25 million, which is committed to assist delivery of services and operations by Island Councils.

The department is also developing and implementing best practice financial management and accountability frameworks for Aboriginal and Island Councils and will undertake a range of statutory services to assist those Councils.

ACROD (Now called National Disability Services)

NDS is the national industry association for disability services, representing over 600 not-for-profit organisations. Collectively, our members operate several thousand services for Australians with all types of disability. NDS’s members range in size from small support groups to large multi-service organisations, and are located in every State and Territory across Australia.

Associations Incorporations Act (1981) (PDF 629 kB)

This is a direct link to the Associations Incorporation Act (1981) as amended. Organisation treasurers can use the electronic search facility to access information about the Act, such as laws about the election of office bearers, accounting and audit requirements and timing of Annual General Meetings (AGM). The accompanying Regulations (1999) are also available.

Australian Bookkeepers Network

Australian Bookkeepers Network (ABN) helps bookkeepers build bigger and better businesses by providing them with the right support, tools and resources. ABN has served the bookkeeping industry since 2001 and in that time has grown to become Australia’s largest private representative body for self-employed and contract bookkeepers.

Our flagship product is our BAS Wizard Partner Program, a quality assurance framework whereby ABN plays the role of registered tax agent and the bookkeeper is held to be working under our direction. This enables bookkeepers to legally provide BAS services to their clients and, for that matter, enjoy a smooth transition to the proposed BSP legislation.

Australian Bureau of Statistics

Being Australia’s official statistical organisation, the Australian Bureau of Statistics (ABS) is committed to assisting and encouraging informed decision-making, research and discussion within governments, business and the community. As an organisation, ABS strives to remain relevant to national needs by collecting the right sort of data, processing it to world-leading standards and delivering information solutions to our many clients.

Australian Business Register

ABN Lookup provides access to the publicly available information provided by businesses when they register for an Australian Business Number (ABN).

Australian Indigenous Leadership Centre

The Australian Indigenous Leadership Centre (AILC) is a not-for-profit Registered Training Organisation (RTO 88105) providing nationally accredited Certificate and Diploma level courses for Indigenous leaders.

The AILC delivers leadership development programs through sponsorship and partnership arrangements.

The programs provide exposure to leaders and leadership environments, build awareness, encourage sharing among participants and focus on effectiveness and impact.

Australian Policy Online

With over 160 member centres and institutes, Australian Policy Online offers easy access to much of the best Australian social, economic, cultural and political research available online.

Australian Securities and Investments Commission (ASIC)

ASIC regulates the affairs of the 1.3 million companies incorporated in Australia under the Corporations Act 2001. This site is useful for any public company limited by guarantee. It contains copies of all ASIC forms in PDF format, as well as a useful business names and companies search facility.

Australian Taxation Office

A useful website that contains information about tax rates, employers' PAYG withholding obligations, GST, FBT, superannuation and income tax matters. It has numerous fact sheets in both HTML and PDF formats and copies of relevant income tax and GST forms.

Australian Taxation Office (Non-profit section)

This part of the ATO website is devoted to the taxation affairs of non-profit organisations. It includes information, fact sheets and forms covering a variety of relevant tax-related topics, including ABN, GST, gifts and fundraising, PAYG, superannuation and information about the endorsement procedures for both income tax-exempt charities (ITECs) and deductible gift recipients (DGRs).

It also contains a free-of-charge Non-profit News Service whereby the ATO sends email alerts on website additions and recent events and taxation changes affecting non-profit organisations.

Australian Valuers Institute

For organisations that wish to revalue their land and buildings from cost to (fair) market value, this website contains information about the valuation process and lists registered valuers.

Bank of Ideas (Western Australia)

Bank of Ideas seeks to assist communities seeking change. They offer motivation, facilitation, project design and implementation, and training services.

Brotherhood of St Laurence

Established during the Great Depression, the Brotherhood of St Laurence was the vision and creation of Fr Gerard Tucker, a man who combined his Christian faith with a fierce determination to end social injustice. The Brotherhood has developed into an independent organisation with strong Anglican and community links. Today, we continue to fight for an Australia free of poverty. Centre for Aboriginal Economic Policy Research

The Centre for Aboriginal Economic Policy Research is a research centre which is currently exploring Education, Governance and Capacity Development focussing on Aboriginal and Torres Strait Islander Australians.

Centre of Philanthropy and Non-profit Studies, Queensland University of Technology

The Centre of Philanthropy and Non-profit Studies sits within the Faculty of Business at the Queensland University of Technology (Gardens Point campus). It contains information about non-profits, including sector statistics, research publications, upcoming seminars and workshops.

Interested parties are able to subscribe free-of-charge to a variety of non-profit email alert services. It contains lots of information about non-profit accounting, taxation and GST.

Charities Consultative Committee Resolved Issues Document

In May 1999 the Federal government announced the establishment of the Charities Consultative Committee. The committee's purpose is to assist the non-profit sector understand its obligations under the Goods and Services Tax Act (1999) as amended. The committee comprises representatives from the major charitable organisations and peak bodies in Australia and has released a paper, The Resolved Issues Document, which clarifies of a variety of GST issues affecting charities and non-profit organisations, such as fundraising, donations and grants.

Community Builders (New South Wales)

This site offers practical resources to help local communities enhance and strengthen their community. It also offers a discussion forum, events calendar and case studies.

Community Development Unit

The Community Tool Box is the world's largest resource for free information on essential skills for building healthy communities. It offers more than 7,000 pages of practical guidance in creating change and improvement.

Community Portal (Australian Government)

This website provides access to online services and information for Australian community organisations, communities and individuals. It links to information and services provided by all levels of government as well as the non-government sector.

Community Renewal

Community Renewal is a Queensland Government initiative, delivered in partnership between State and local governments, business, residents and the community sector to deliver projects that improve people's lives in selected Queensland Communities. Community Renewal was established in 1998 and is coordinated by the Department of Housing. From community centres and youth arts projects to traineeships and family support services, the program brings communities and governments together to find new solutions to local needs.

Councils of Social Services (COSSs)

The Australian Council of Social Service (ACOSS) is the peak council of the community services and welfare sector. Established in 1956, ACOSS is the national voice for the needs of people affected by poverty and inequality. ACOSS’s vision is a fair, inclusive and sustainable Australia where all individuals and communities have the resources they need to participate in and benefit from social and economic life.

Department of Child Safety

The Department of Child Safety is dedicated to protecting children and young people from harm or who are at risk of harm, and whose parents cannot provide adequate care or protection for them. We respond to families in crisis across Queensland 24 hours a day, seven days a week. Where possible, we keep families together, offering counseling and support services to help families help themselves. In situations where children and young people need to be removed from their parents for their own safety, we try to place them with extended family. We are focused on preventing children from being abused and neglected, and have specialised teams of people dedicated to working with families and children who are identified as being 'at risk'.

Department of Communities

The Department of Communities is a Queensland Government agency committed to promoting and supporting excellence in the delivery of human services to Queenslanders. Its stated purpose is to strengthen and protect the well-being of Queenslanders, particularly those who are vulnerable and most in need.

Department of Employment and Training - Funding and incentives

Through the Department of Education and Training the state government aims to work with industry, registered training organisations, community organisations and communities to create more and better jobs, and to continue skilling and upskilling Queensland's workforce.

To achieve this, each year the department makes available funding to eligible organisations and individuals across the state.

Department of Families, Housing, Community Services and indigenous Affairs (FaHCSIA)

FaHCSIA is the Australian Government's lead coordination agency in Indigenous Affairs and also has a range of programs to assist Indigenous people. FaHCSIA supports national implementation of the Australian Government's whole-of-government arrangements in Indigenous Affairs and manages the network of multi-agency Indigenous Coordination Centres (ICCs) across Australia. FaHCSIA also provides support to the COAG Working Group on Indigenous Reform and is the lead agency for the Northern Territory Emergency Response.

FaHCSIA administers a number of Indigenous-specific programs, particularly in the areas of housing, community development, leadership and land. Within its mainstream programs it keeps a focus on Indigenous services and projects that support communities and families.

Department of Industrial Relations

The Department of Employment and Industrial Relations provides services to support a fair and equitable industrial relations system, safe work environments and improved personal and public electrical safety.

Developing Your Organisation

Developing Your Organisation was first published in 1994 by the Queensland Government Department of Families for use by the Department’s funded organisations and its resource officers. In 2005 the Department of Communities funded the Centre of Philanthropy and Nonprofit Studies (CPNS) to revise and expand the publication.

Directory of Adult and Community Learning (Lifelong Learning Council of Queensland)

The Lifelong Learning Council of Queensland's Directory of Adult and Community Learning is free. It offers information about organisations, individuals, government agencies and businesses that provide courses and support for Queensland learners. It also allows individuals to keep their community informed about teaching/training/tutoring and mentoring subjects on offer.

Ethnic Communities Council of Queensland Ltd (ECCQ)

ECCQ was established in 1976 to represent the interests of the many people from culturally and linguistically diverse backgrounds (CALD) who are part of the broad social community of Queensland, and to promote multiculturalism. ECCQ is a voluntary, not-for-profit, community-based State peak organization.

ECCQ has a State focus and, through affiliation with the Canberra-based Federation of Ethnic Communities Councils of Australia (FECCA) ECCQ contributes to national policy and debate on all matters concerning ethnic communities and multiculturalism, undertakes project and program development and is active in aged and frail care for CALD people.

GST Ruling 2003/14 The GST Implications of Transactions Between Members of a Barter Scheme Conducted by a Trade Exchange (PDF 292 kB)

This GST ruling deals with the GST implications of bartering transactions. The ruling confirms that GST is payable in respect of bartering as a taxable supply has been provided in exchange for payment.

GST Ruling GSTR 2000/11 Grants of Financial Assistance (PDF 330 kB)

This GST ruling deals with the GST consequences of grants. The ruling distinguishes between a gift or donation and a grant and outlines the circumstances in which GST is payable in respect of grants.

Home and Community Care (HACC) Program

The HACC Program is a joint Commonwealth, State and Territory initiative. It funds basic maintenance and support services to help frail older people and younger people with disabilities to continue living in their community. Most people want to live in their own home, but some frail older people and people with a disability can find this difficult without support. Help can be provided by carers (family and friends) and by HACC and other services. HACC can provide basic support services so that frail older people and people with a disability can continue to live in their community. These services provide eligible people with help at home, support in getting out into the community, and a break for carers.

Idealist is a project of Action Without Borders, a nonprofit organization founded in 1995 with offices in the United States and Argentina. Idealist is an interactive site where people and organizations can exchange resources and ideas, locate opportunities and supporters, and take steps toward building a world where all people can lead free and dignified lives.

Indigenous Community Volunteers

Indigenous Community Volunteers (ICV) is a not for profit organisation providing Indigenous Australians with new skills. Communities, organisations or individuals identify their skill needs then ICV matches the projects with volunteers to address those needs. Volunteering with ICV is about sharing skills and knowledge and learning together. Skills transfer projects can lead to employment, self employment and community development.

Indigenous Coordination Centres

Indigenous Coordination Centres or ICCs operate in 30 locations around Australia. They look after most of the Australian Government’s Indigenous programs and can bring together innovative funding packages to meet local and regional needs. ICCs are managed by the Department of Families, Housing, Community Services and Indigenous Affairs.

PeakCare is a membership organisation. Queensland Office of Gaming Regulation

The Queensland Office of Gaming Regulation regulates all gambling regulation in Queensland. Reconciliation Australia

Reconciliation Australia is an organisation which promotes and builds reconciliation between Indigenous and non-Indigenous Australians. One of the ways they promote reconciliation is by "working to improve the way public and private institutions engage with Aboriginal and Torres Strait Islander communities."

Registrar of Aboriginal Corporations

The Registrar of Aboriginal Corporations is an independent statutory office holder who administers the Aboriginal Councils and Associations Act 1976. This Act guides how Indigenous corporations are run.

Social policy research centre

The Social Policy Research Centre is a research centre of the Faculty of Arts and Social Sciences at the University of New South Wales. The SPRC conducts research and fosters discussion on all aspects of social policy in Australia, as well as supporting PhD study in these areas.

State legislation

The Office of the Queensland Parliamentary Counsel (OQPC) is responsible for drafting all Queensland Acts, and subordinate legislation made under most Queensland Acts. In addition to its legislative drafting and advisory role, OQPC is also responsible for preparing reprints of Queensland legislation and other legislative information publications. This web site contains the Queensland legislation collection created and maintained by OQPC since 1991. State Ombudsman

The Queensland Ombudsman's Office is an independent complaints investigation agency. Our role is to make sure that our public agencies (State government departments and bodies, and local councils) act fairly and make the right decisions for Queenslanders.

Volunteering Queensland

Volunteering Queensland (VQ), is a community organisation funded by state and federal grants, and serves as the peak body for volunteer activities in Queensland. Its role is to facilitate the placement of volunteers in non-profit community organisations around the state and to serve the interests of volunteers and community organisations. Since its inception in 1982, it has placed approximately 50,000 volunteers in nonprofit community organisations and promotes best practice standards in volunteer management.
